Traffic Management Services Now Within Scope of CIS from 1st March 2025

HMRC has confirmed that from 1st March 2025, traffic management services will be within scope of CIS when supplied to a contractor carrying out construction operations. This inclusion is because these services are preparatory or integral to those construction operations.

The new guidance clarifies that traffic management services will be treated similarly to scaffolding – while not a construction operation in itself, it falls within CIS scope when needed for construction work to take place.

The change is supported by Section 74(2)(f) of the Finance Act 2004, which covers operations "integral to, preparatory to, or completing" construction activities.

It’s worth noting that equipment delivery alone and traffic management for events like festivals stay outside CIS scope.
