There’s a wealth of information published about the Construction Industry Scheme, and much of it is online, on the HMRC website.
Even a quick look will tell you that CIS is complicated, and often difficult to know what is expected of you in order to comply with the rules and regulations.

Registering
All contractors who use labour-only subcontractors on their sites are obliged to register for CIS. New businesses can register at the same time as they register for self-assessment.

The Gov.uk website also allows you to file your CIS monthly returns online, and you can also ask for advice by email to: helpdesk@ir-efile.gov.uk
HMRC will do their utmost to help you understand how CIS works and what you must do to be compliant. Ultimately, however, it is your responsibility to comply with the regulations, and ignorance is no defence.
